Meaning helicopter companies and pilots, airplane charter companies and pilots, and manufacturing companies (blankets, apparel, and other needed items–especially FOOD). Volunteers in States (other than the “catastrophe state”) would begin dialing the above “manufacturing” companies and arranging for “delivery” of “needed items”. This–all “Volunteer Disaster Bank” would work “outside of” but possibly “in tandem with” FEMA…..Of course, the “helicopter, airplane charter and manufacturing companies” would be able to “write these donations off their income taxes”….
